Constructed in Showa 6 (1931), this public hall is a Romanesque-style building with symbols of hemispherical domes and eagle statues. It is a nationally-designated registered cultural asset. Many events have been hosted since its completion, and it is even now used for a wide variety of purposes, such as for the hosting of lectures, for ceremonies, dance and song performances, etc.　In the past, the function as a city hall had been transferred to this building toward the end of the Pacific War, and it has been used as a central community center of Toyohashi and as a citizen information center.
